Click here if you are having trouble viewing this message.   Dear Madam, Dear Sir,   At its 523rd plenary session, held on 22 and 23 February 2017, the European Economic and Social Committee adopted the following opinion, available in all language versions: SOC/537 - Funding effectiveness / fighting poverty and social exclusion   The EESC advocates the creation of an integrated European fund to combat poverty and social exclusion, based on the experiences of the Fund for European Aid to the Most Deprived (FEAD) and the European Social Fund (ESF). The current use of the ESF and the FEAD in the Member States should be monitored more effectively and the process should involve civil society organisations. Member States should make greater use of global grants and regranting, and treat in-kind contributions on an equal footing with financial contributions. A greater share of the resources allocated to operational programmes should be earmarked for projects with smaller budgets. The EESC is ready to set up an ad hoc group composed of EESC members and relevant European level civil society platforms to ensure better coordination of ESF and FEAD interventions and to enable discussion on the basic principles of a future integrated EU fund.   Yours sincerely,   Pavel Trantina President of the Section for Employment, Social Affairs and Citizenship (SOC) Chère Madame, Cher Monsieur,   Lors de sa 523e session plénière des 22 et 23 février 2017, le Comité économique et social européen a adopté les avis suivants, disponible dans toutes les versions linguistiques:   SOC/537 - Financer l'efficacité / Lutte contre l'exclusion sociale et la pauvreté   Le CESE plaide en faveur de la mise sur pied d'un Fonds européen intégré de lutte contre la pauvreté et l'exclusion sociale en s'appuyant sur l'expérience du Fonds européen d'aide aux plus démunis (FEAD) et du Fonds social européen (FSE). L'utilisation actuelle du FSE et du FEAD dans les États membres devrait être soumise à un suivi plus efficace, et le processus devrait associer les organisations de la société civile. Les États membres devraient recourir davantage à des subventions globales et à des réattributions, et traiter les contributions en nature et les apports financiers sur un pied d'égalité. Les projets ayant des budgets réduits devraient pouvoir bénéficier d'une part plus conséquente des ressources allouées aux programmes opérationnels. Celebrating a great writer of the 20th Century View in your browser Benjamin Fondane: The Existential Ulysses Talk / Film / Exhibition Wednesday 15 March 2017, 7pm The Romanian Cultural Institute, 1 Belgrave Square We are delighted to invite you to an evening dedicated to Benjamin Fondane, the Jewish Romanian avant-garde icon turned French poet and philosopher, and the focus of this year's Romanian programme at the London Book Fair. Professors Mircea Martin and Ramona Fotiade, together with translator Andrew Rubens and literary critic Nick Lezard (The Guardian) will reflect on Fondane's cultural legacy and discuss the relevance of his works in today's era.   The discussions will be preceded by the screening of 'Benjamin Fondane - Iaşi, Paris, Auschwitz' (d.
